Background & policy context:

A future European Air Traffic Management system is mandatory to improve efficiency and safety while air traffic is increasing significantly. The involvement of numerous factors in different countries and the complexity of such a system requires a clear functional structure to support the transition from the existing to the new system. <?xml:namespace prefix = o ns = 'urn:schemas-microsoft-com:office:office' />

Objectives:

The main objective of the FARADEX project is to define the functional architecture of overall Air Traffic Management Systems (ATMS) and serve the EATCHIP/EATMS programme. In particular FARADEX will consolidate the state of the art and form a reference for the future ATMS and address the problem of interfaces with airlines, airports, military and meteorological systems and neighbouring systems outside the ECAC area. The problem of interoperability at a functional level will be a major issue. <?xml:namespace prefix = o ns = 'urn:schemas-microsoft-com:office:office' />

Methodology:

FARADEX will involve:

  • Definition of operational scenarios 2005 -2010.

  • Modelling of the global Communication, Navigation and Surveillance (CNS)/ATM functional architecture. This model includes:

- a breakdown of the ATM global function into detailed ones;

- CNS/ATM organisational entities;

- a system model where functions are allocated to organisational entities.

  • A system model with a description of interfaces, both internal and external to the FARADEX system of interest, taking into account inter-operability aspects.

  • A static data model of the European ATM.

  • An interface is provided through which the user may specify parameter values and scenarios and thus conduct 'what if' experiments.

Key Results:

FARADEX has produced:

  • operational scenarios for 2005 - 2010, building on the Operational Concept Document (OCD) as the basis for a functional architecture, (the differing scope from the OCD target year of 2015 was taken into account);

  • a high-level OMT model of the global CNS/ATM (Communication, Navigation and Surveillance/Air Traffic Management) functional architecture;

  • a system model addressing interoperability with a description of internal and external interface aspects;

  • a static data model of EATMS that incorporates real-world data flows.

The data model is designed as a standard Microsoft® Access database with an interface that allows the simulation of specific scenarios.

Policy implications:

The scenarios developed in FARADEX have provided valuable inputs to other Europe-wide ATM projects. The architecture models developed, will form the foundation to the design and development of future operational ATM systems, through the usage of the models in projects for validation.

The FARADEX results have been approved by the European Commission and by Eurocontrol representatives, to foster progress on a future comprehensive ATM system.
