Background & policy context: 

Generally, small and medium-sized companies lack the elements necessary to confront technological challenges by means of the current organisation. For that reason the establishment is necessary from aid mechanisms through organisations with capacity to agglutinate collective interests of SMEs that allow the initial stages of incorporation of new technologies to be confronted. This can be by means of accomplishing experiences that allow, in a progressive way, the integration of new communication routes between companies, and where the implantation of communication tools is required to resolve tactically important points of this process and to facilitate the opening of new markets within a global environment.

Strategic Objectives: 

To impel the incorporation, by SMEs, of modern information and communication technologies to:

  • optimise the internal organisation and production systems;
  • optimise relations with suppliers and clients;
  • overcome regional imbalances; and
  • facilitate its adaptation to the EU open market.
Programme organisation: 

SMEs may apply for grants to co-finance projects whose aims may be included in any of the following action lines:

a) FEASIBILITY AND NEED STUDIES
To provide groups related to SMEs with analyses, studies, and any other form of technical-economic advice which determines the feasibility and opportunity of particular actions, offering an experience exchange.

b) PILOT PROJECTS
To test innovative solutions, with a reduced length and scope, which show the possibilities of establishing applications and Advanced Telecommunication Services interesting for SMEs.

c) INTRODUCTION OF ATS
To provide the availability of applications and Advanced Telecommunication Services adapted to the needs of particular groups of SMEs.

d) ATS PROMOTION
To show SMEs the potential of Advanced Telecommunication Services.

In the context of transport, all the ARTE/PYME research and technical development initiatives aim to develop and demonstrate new technologies supporting transport SMEs in improving their performance.
